Both of these got removed in the 2025 merge. Not sure if 2026 will bring them back, but if not, should definitely bring back at least floodlights

There's an upstream commit Feb 11, 2025 that will bring back fultons at as tier 2 research

Floodlight just needs to be added back to autolathe
